Restaurant tap water in the US should be fairly safe. Tap water in mexico is also safe but only in the larger cities, you can always ask your waiter if tap water is safe to drink.

I NEVER drink water from any restaurant if it is not in a bottle not even in US

Here in the states the water is fine to drink  I am sure   they are NOT importing it, from Mexico to the USA

but in Mexico i would give it serious consideration to passing  unless it was bottled and the bottle was sealed when it arrived at the table

I would only ever drink bottled water when abroad, safer that way.
