No, shower curtains don't come with rods or liners or hooks. Just the curtain.

The curtain may not be waterproof if it's a poly/cotton. If it isn't vinyl, you'll need a liner or you'll need to wash it pretty often. You are supposed to change the liner when it gets grungy to avoid having to replace the curtain.  

If you don't have a rod, you can get that separately -- there's a tension rod that won't need to be screwed into the wall.

Hooks can be plain metal, or metal with little roller balls (my favorite), or plain plastic, or decorative with flowers or animals, etc.

If Target has a zebra shower curtain but you want a liner under it, then they sell clear liners for very little. I have never seen any shower curtain sold with a rod, though. That is an installed part of the bathroom structure. Of course, the curtain hooks are sold separately in the bath dept. or online.  Good luck!! : )

I don't know what you are asking exactly, but if it's that your local Target doesn't have that one in stock, they will probably order it in for you or call other Target stores to fine one. I have had that experience in the past, they are usually glad to help.
