Sign name question - deaf?

I know it is unacceptable for anyone other than a deaf person to assign a sign name to a hearing person. What if the person has a Cochlear and is only just now learning sign language? Would it be acceptable for this person to assign a sign name to a hearing person?

  1. well the person with a cochlear must have some sort of hearing loss so i guess they could give a hearing person a sign name.

  2. In fact, it's expected that people will get a sign language name, as anybody expresses themselves in sign language.
