how do you get puppies and kittens to come in from outside when you have steps?

pick them up and move with them into the house

Didn't know people still had the Sims.

Carry them or maybe try using a step stool or ramp to make it easier for them.

Have one of your sims pick the puppy or kitten up and walk inside with it. : )
