Simple Java CSS dropdown menu when rolled over?

I need a menu to open when I hover over a button, but I'd like to style the menu with CSS.

But is there a way to make a dropdown menu purely with CSS?

Yes with creative use of the css hover property script less dropdowns are quite easy
