Simple question really---will 2k paints work on top of cellulose primer ?

Yes, 2k paints can be used over 1k substrates.We do that every day.

go tell your paint supplier you want cellulose paint for your BOAT and they can sell it to you!  If you get a reaction, you will have to sand all the paint off, and the primer!  I know 2k is not supposed to react to any paints underneath, but I have seen it do so, and there is no point doing all the hard work of a re-spray to see it all go wrong in 3, 6 or 12 months.

As long as it is not a laquer primer. Urethane finishes don't stick long to laquer primer.

there should be no problems putting 2k over celly primer,although 2k primers would be better as they don't sink like celly.
