I don't have it yet but I'd try looking under Hobbies if I was you. It might be there...

It is only available in the community lot catalogue, a lot like the Bon Voyage fire dance mat. You have to place the mat on a community lot (mat is available under games section) and the get your Sim to learn break dancing from him. Then you can just click on you Sim and choose break dance and you will do it without the mat. Hope that clears thing up!
