Sims 2 (no EPs): Building a basement?

Question

In the Sims 2 (PC) with no expansion packs, how do I build a basement?

Can you give step by step instructions, please.

I don't think there IS a way to build a basement...

I've played it a lot, and seen a lot of user built houses, and I've never seen any that had basements...
