Actually there is a mod to get more people on your lot . Not sure if you are into mods . But a very trust site i use and get my stuff from is modthesims2.com

no but it would be awesome and enhance the gameplay!!!

No there is not, but you can use the boolProp testingCheatsEnabled true cheat, then when someone comes to your lot simply shift and click on them, then use the make selectable option. i had at least eleven living there once.
