Since Doppler radar can detect tornado, why can't people get away in time?

because some tornadoes form so quickly that it hits by the time the doppler radar can detect it.  The average time people have after a tornado is detected is thirteen minutes, how far can you go, and you don't know exactly where it is going to drop untill it does.
