not even the brits did that.  only absolute imbeciles are so dumb as to believe that the british army knew that germs could be transported by blankets 100 years before louis pasteur discovered the existence of germs.  only an idiot would think that if the brits DID know that blankets could carry small pox germs that someone would actually volunteer to hand pack those germ ridden blankets onto a wagon, haul them to the reservation, and risk small pox infection himself, by handing them out to the indians.
