Since water vapor is a major green house gas should we encourage desertification?

Of course not.  While water vapor is a major Green House Gas the amounts in the atmosphere are natural, and human activity contributes little.       Global warming policy is about addressing the billions of tons of green house gases (mostly carbon dioxide) that are pumped into the atmosphere by human activity, not the stuff that is there naturally.

Yes. (Al Gore, is that you?)  We should also discourage all respiration by animals as well as any microbial respiration that results in CO2 or methane.
