Since when did America Start Labeling Hispanics and Latinos as "WHITE"?

As I was doing some research today I came across something very disturbing. Whites and Hispanics/Latinos are being catogorized at "WHITE", since when did this take place and shouldn't it be illegal? I find it all to be illegal no matter what color you are, but when did they start catogorizing latinos as WHITE'S? This is mind blowing......

Total population: 299 million

White alone (including White Hispanic): 74% or 221.3 million

Black or African American alone: 12.4% or 37 million

American Indian or Alaska Native alone: 0.68% or 2.0 million

Asian alone: 4.4% or 13.1 million

Native Hawaiian or other Pacific Islander alone: 0.14% or 0.43 million

Some other race alone: 6.5% or 19 million

Two or more races: 2.0% or 6.1 million
