Since when is the Dept of Homeland Security dealing with natural disasters?

First of all, my heart goes out to those poor people in Indiana who are flooded out, God Bless you.

BUT, WHY is the Dept of Homeland Security spokesman talking about the counties designated disaster areas, and what's being done??? Since when does that fall under their jursidiction? I have a real problem with that, isn't FEMA supposed to be handling that task, or is FEMA no longer an agency?
