if you received an email to let you know you won a lottery for which you did not enter, there is no way you could win.

This is a scam. Yahoo does not have a lottery.

Well assuming you did enter this drawing and its not a scam

there is such a thing as express passport, which can be done rather quickly, i dont remember hte timreframe... so it might be close... but youcan check into it.

but its probably a scam if its in another country...

Sounds like similar emails I have recieved many times over commonly known as scams.

Google the information provided in the email combined with the word scam and you should find your real answer.
