  1. The only advantage to using a wax remover on your skiis is to prevent contamination of one wax blend with another. Most wax is blended from several types of material.  Stick with one brand and type and a wax removal should not be necessary.

When removing wax from your skiis, try ironing through a paper towel and then rewax ASAP.

  2. Warm or dirty snow can cause some tarry junk to stick to your base. You can hot scrape to clean this or use base cleaner. Base cleaner is kind of rough (strips everything)  so you might want to use it once or twice a season or when you see gunk stuck to the bottoms.

  3. Use wax remover if you totally want to start with scratch with your skis.  Usually you can clean most of the old wax off your skis by waxing your skis with a warm temp wax and while it is still warm scrape all the wax off and then brush the base.  This should do the trick.  Normally you would wait for the wax to cool before you scrape but if you scrape while it's warm it will pull off the old wax.
