Skin toners and moisturizer?

i really do not understand what they are used for? like what do they do and how to they help and protect your skin. how do you apply it if so? when you wash your face, do you just use the moisturizer i dont know someone help to make me understand this better haha AND what is the best moisturizer to use and toner??
