Careful you don't get caught by your neighbors skinny dipping cause now adays you can be arrested for indecent exposure AND have to register as a s*x offender. Sexual assault is not just rape now adays it can be the mere fact of exposing yourself in an unwanted manner to another individual.

there should be a fence around your pool anyways (liability reasons, even if it's not in building code, several insurance agencies will see it as an excuse to either charge more or reject your application), so neighbors really shouldn't be that huge of a concern.

As for parents, wait until they're asleep.

Find a day that your parents are out of town, and wait until your neighbors go to bed. That should work. Either way the neighbors shouldn't matter, just make sure the folks are away.
