In Season 2 ep 2 or something Michelle grabs Tony's crotch and then she says like "Nothing?" Is Tony just unable to do anything after the accident permanently or temporarily?

Nah, Tony gets back into his grove later in the season. He goes to a University Interview, and a random girl turns up, screws him and hes fixed. Its kind of screwed up.

After this Tony is pretty much back to normal.
