Slow internet speed!!?

Question

My internet usually runs at around 1.5Mbps. i need this speed for online gaming and networking. Sometimes i will have sudden drops to as low as 300Kbps and it takes almost 5 seconds for Google to load. Anybody know if maybe its the weather or what is causing it?
