Slow starting Lawn Tractor Engine

I have a Briggs & Stratton engine that now has very slow starting torque. The battery is good but the engine will not start due to too low cranking
revolutions. Is the sarter bad or is the engine exhibiting too much internal
friction. The engine is a 10 years old model 278,707
