Small Green bugs on the buds of my roses?

are they harmful, and how do i get rid of them. they are super tiny and blend right in with green color of the bud.

Very harmful.  You need to spray.  Buy a multi spray for insects and fungicide.

Probably just aphids. Either get a spray from the garden centre, or just throw your used washing up water over them.

Try the washing up liquid as this stops them being able to grip on, otherwise take one with you to the garden centre and they will suggest which poison to use.

they could be aphids in which case you could put 1tbs of vegetable oil, 1tbs of liquid dish washing soap and 2tbs of warm water in a spray bottle and spray them with it, of find ladybugs

Aphids can be hosed off of your roses, but a more permanent solution would be to buy some plant dust or spray for them.
