Small area lake possible contamination?

Live in a small beautiful neighborhood with 2 small lakes..1 has a wonderful swimming area..looks like we may have someone letting ..their p**p out into it ..from maybe a septic problem or possible ..they use a ...chamber pot ..and are dumping it in..what can the hoa do???Laws in Tx.concerning ..p**p
