Small business' owner's requirements..o.o? HELP ASAP?

There is one of my friends that wants to start a business, but [my friend] is not an American citizen or has a green card, (but I assure is legally here). Anyway, my question is:

Even if you're not a legal permanent resident [yet] can you start a small business as long as you have the other requirements?.....

PLZ ANSWER ASAP!!!

  1. GO talk to SBA.   They will help you.     They are immigrant friendly.
