Small town took my deposit and I want it back.?

I have lived in the same house for 16yrs and I hate our water dept. We told the water company we were leaving and we shut off our water. One year later they start charging $32 a month until they take up all the deposit then add one more $32. Then another 6months pass before we came back. Now they want us to repay the deposit of $150.00 + $32. There was no water or sewage use the whole time. They we notified we were leaving for a while. They said we told them to turn it back on (hince charges) but we were in WY at that time.Do they have a legal right to the deposit?

Not sure where you live, here most towns charge you the flat water and sewer bill regardless of if your using it or not, as long as a dwelling that could have water or sewer service is there and was ever connected,you have to pay the flat charge...even if your not living there or the water/sewer is disconnected, if it had it you must pay the bill.not sure how it works there.
