Smoking in Italy?

I know that in italia people smoke hash (or ashes) more than marijuana. I have yet to find either here. Who do I ask? Is it as illegal here as in America. Should I be scared to ask someone in a pub?

In Italy it's illegal; and in a pub you can ask (asking about the law is not a crime), but while there you can't even smoke a cigarette.
