  1. To measure the humidity levels your going to need to buy a humidity gauge. You can find these at your local petstores like petco, petsmart or where ever.

To keep in the right humidity it all depends on the caging. If your housing your snake in a glass tank then its harder to maintain high level humidity in the viv. You can mist the viv daily and cover the snakes tank with a thin towel and it'll hold in the humidity well. That wont work if your using a heat lamp though. It also depends on the substrate as well. If you keep the snake on paper it wont hold great humidity and you might have to mist alot of times. If its on another substrate like aspen then that should hold the humidity pretty good.

  2. Go to a local Pet Store and get a Humidity Gauge they are around 2 dollars.

You can raise the humidity up by covering  2/3 of the top of the vivarium. You can also mist the Viv. That should do it..

  3. The best way to check humidity is with a humidity gauge, you can get several sorts ranging from the basic to the technologically high-geared, and they range in price accordingly.  For my frog tank we have one of the cheaper ones

and it works fine...its obviously up to you but I felt spending a lot for all the zoom whizz features on a gauge that you don't really need was a bit of a waste of money.  The type in the link are easy to stick to the tank (they have an adhesive part on them already), so literally take 2mins to fit and are simple to read as well.

To increase humidity the best and cheapest way is to use a mister once a day or however often is necessary to obtain the required humidity.  This as I am sure you know varies over different species.  You can get mister bottles for around 79p in shops such as Wilkinsons, just fill with dechlorinated water and spray around the tank as needed to boost humidity.

We actually have a waterfall feature in our frog tank as they prefer a higher humidity, so this may be something to consider if you need a higher humidity range.  I have put a link to the one we use below just to give you an idea what they look like!  They help to maintain humidity especially when it is lower atmospherically, and they are really good at providing a constant humidity if you keep them running.  They aren't expensive to run and only have a quiet humming noise so aren't obtrusive.

    Hope this helps!
