Snorkeling in Mexico---best town?

Question

Still looking for best place to snorkel from beach (not boat) in quiet, warm water. Preferably Baja or north western part of Mexico ---the closer I am, the more often I can go. I am coming from California. I do not want to travel to the Caribbean.
