Snow/ice on a portion of the frigo back panel

Question

Only a portion of area of the frigo back panel, next to the fan, is full of snow/ice and the compressor is always running. I was told that probably the tube carrying freon is obstructed, next of that area, due to some oil pumped in it by the compressor. All this probably due to an electrical voltage spike: is it possible?Any other suggestion?thanks
