Snow near San Bernardino, Ca?

Question

Ok, so my friends and I want to go to the snow, and the closest places we know of are Big Bear and Mammoth. BUT we don't want to go snowboarding or skiing. We just want to go sledding, have snow ball fights, and make snow men. Would we have to pay to do that as well, or is there a way we can go to the snow to do the basics withOUT spending 80 dollars???

Try going to the National Forest Service Web site and then go to the name of the national forest that is closest to you there.  Then search for snow play areas.
