  1. That is a vague answer.  So I will give you an answer you may not expect.  If your car goes into a wild out of hand spin, you without your seatbelt, cannot control your vehicle because you will be thrown from side to side across the seat and not be able to steer the car out of the spin.  The car then crosses into oncoming traffic and the other driver is killed.

But the real reason for wearing a seatbelt, is that the odds of severe injury or death to you dramatically increase if you don't wear it.  And if you use health care resources or die, then productivity in America goes down and health care costs go up, thus creating a burden on the rest of us that use seatbelts.

  2. Head on collision and the person flies through the windshield and through the windshield of the other car, potentially injuring or killing those people.

That's the only situation I can think of.

  3. By becoming a "flying object" and injuring (often fatally) others in and outside the vehicle (any non-attached object will become practically a potential hazard once the kinetic energy of speed is transformed in a collusion, but a non-seated body is one of the larger hazards possible.

  4. I could come up with some rather far out scenarios, but that's beside the point. The point is that people expect the State to cover their butts for the consequences of every stupid thing they do. That includes very high medical costs when they can't or won't pay. That gives the state a very real interest, on behalf of those actually paying for all this, to limit in a reasonable way, the likelihood of more serious injuries. Requiring seat belts do that. You can suggest that people who don't wear seatbelt should not get medical care they can't afford, but we all know that's not going to happen.

  5. Happens ALL THE TIME...the non-seat-belted person is ejected from the vehicle, usually through the windscreen, and strikes someone in another vehicle.  Being struck by a 100-200 lb lump of meat that is moving at 30mph or more is typically fatal.

Seeing a 100-200 lb lump of meat flying through the air is also often enough to distract other drivers, who may then have accidents of their own, sometimes fatal.

  6. If the car rolls and the person not belted in is tossed around their body can act has a tool that can ram into others and kill them. Be like having a huge 100 plus pound bag of flour being thrown around hitting people.

  7. He could shoot them.
