She can go on the cruise. What she will need is a passport from the country of her nationality (just visit the embassy website for it) but if she goes she will need to be careful as she may not be able to get back into the country as she was illegally there in the first place.

The problem is if she's illegal, she won't be able to go on the cruise. I'm sorry to say that, but I mean, is she going to make any move to get legalized? Maybe you can get her on the cruise even though she is illegal, you can definitely try. But, problems like these will always run in, she should get legalized.
