No you can't get you picture taken for a passport at the Post Office (at least you can't where I live), you CAN get the application for a passport with the details about the picture there.

Your best bet is to go to a photographer and get it done there because they have to use a special camera, and it has to be on a certain type of background, stamp the back of the picture, etc.  It doesn't cost too much about $10 to $20, also once your done with your application it take it to your member of Parliament's office to have it checked over to make sure everything is OK.
