Because he's not speaking to the Germans. He's running for President, it doesn't matter what he says. He is giving a campaign speech. He's a politician head to toe, He is only doin what he thinks his supporters want to see.

Most Germans have at least some understanding of English. It has become the lingua franca of the world. Not to mention the more obvious assumption that he doesn't know how to speak German. Maybe there was a translator there...?
