Soccer Refereeing Question?

When a goal keeper is punting (drop-kicking) the soccer ball is he/ she allowed to AT ALL step over the penalty box line. For instance, if half of his foot is over the line...is it a penalty?

Also, on the sideline does the soccer ball need to roll completely off of the line for it to be out? Is it still a playable ball if it part of the ball is in and part of the ball is out?

Please answer as thoroughly as possible. i was a referee for a soccer game ( temporaily) and I felt like very dumb for not knowing.. thanks!!

  1. it matters where the ball is, not the keeper. The ball has to be more than half over a line for it to be a goal/corner/penalty/throw in


  2. a punt is illegal only if the ball is over the line

    a ball on the line is still playable

  3. The goalkeeper can step anywhere he wants but he cannot have the ball in his hands outside of the penalty area, this would result in a direct free kick. A penalty is only given when a player defending the goal commits a foul or handles the ball in the penalty area. A goalkeeper can go anywhere on the field but once he comes out of his penalty area he is just like any other player on the field of play.

    Yes the ball has to be completely over the touch line for it to be out of play and completely over the goal line for it to be a goal.

  4. for the 1st question, so long as the ball is out of contact with the keepers hands im pretty sure its "legal" so it can angle down over the line so long as it is released before the BALL is over the line.

    and for the 2nd one, the ball has to completely cross the line.

  5. If the goal keeper is holding the ball outside of the penalty box, it would be a free kick for the other team.

    The whole ball has to be over the line. It doesn't matter where the player is at.

  6. An easy way to answer your second question is that all lines on a soccer field are part of the area they enclose, so the sideline is still part of the field, the 18-yard-line is still part of the penalty area, and so on and so forth
