Definitely not.  Norms are modes of acceptable behaviour for a given culture/society.  So, if you find yourself in a different culture, the norms change.

There is nothing, absolutely nothing, that can be considered a universal norm.  Norms depend on the actor, the time, the place, and the broader culture.  Something considered perfectly normal in one culture may be taboo in another and vice versa.
