  1. What has changed the most is that, individuals think that society HAS  a responsibility to care for them.

  2. They haven't, the responsibility has always been there, and should always be.

It is true the US government has changed the way they have helped (or lack thereof), but the responsibility to society has remained constant in the last 10 years.

  3. What's actually changed is that there are a great many people nowadays who feel that it's up to the individual to save themselves regardless of the circumstances. Generally it's just a ploy to save money by putting the most needy and helpless out on the street without food or medical care.

People like this are the first to scream bloody murder when their own subsidies get cut.

  4. I agree with Snocy. What is society without the individual? We're all in this together!!
