Softbank 911T

Question

hi, i hoe you guys can help me.
i live in the philippines right now but my brother sent me a SOFTBANK 911T cellphone. unfortunately the said phone is not functioning here in the philippines. everytime i switch it does not recognized any simcard. my friend told me that the phone need to be open-line in order for me to use it. i've tried to look for a downloadable software on the net but i cant find any.
