Software that allows me to post items and then allow people to comment on it or email to others?

If I want to build a website and post comments/URLs/graphics

then have visitors comment on them and or email my comment to one of there friends how do I do that? what software would I use I want to say blogging software but I'm not sure if that's what I'm looking for.

Well http://www.blogger.com this site offer for you free blog making, you just need to register there and do wat u want on your blog.

Your blog name will be like that: yourname.blogspot.com
