  1. In what programming language?

    How much experience, if any have you got?

    How much are you prepared to pay for ther software or are you looking for "free" software tools?

As others indicated, you have a lot of choices for software to develop/program in.  Visual Studio (Student Edition or Express) may be a good choice if you plan to develop C#, VB, ASP.NET or Visual C++.  If you plan to develop Java code, take a look at Eclipse, JEdit, or NetBeans.  Some of these will be free while others may cost you a little money.  Rather than rushing into a language, find out what your teachers want you to develop in.  Learning any language will certainly help you, even if you need to switch languages in the future but why get started in one that you may not end up using.

  3. If you are looking to get into PHP/MySQL I suggest PHPEd and Navicat respectively.  They are great!

  4. There are many software developer tools are available. It all depend on what technology and platform you are planning to use.

    Microsoft as wide range of tools available for Windows based and Web based platform. The latest is Visual Studio 2008. You can download free Microsoft Visual Studio Express 2008 from Microsoft.com. If you are planing to have data driven application, you might need to download SQL Server Express edition.

    Adobe has range of tools (Dreamweaver) for dynamic web site development.

    Like I said there are so many tools available it all depended on whats target platform/OS/Stack holders etc.
