evacuated tubes are better as they have a greater surface area.

Flat panels are less efficient at gathering energy from the sun, but are cheaper, evacuated tubes are more efficient but are more expensive. It really depends on the aspect of your roof ie whether directly south facing and whether shaded by trees/buildings.

You pays your money and takes your choice.

In the UK the solar gain does not benefit one system over another so flat panels tend to be the choice.

The good things about solar panels are they are not bad for the environment and you can put them any where. The bad thing is they are expansive.

Flat is better to recieve more of the sun's energy.  

Tubular is heavier and less effective.

Both will work.

If does not have to be expensive if it is designed well.  The best design is the "Thermosiphon Solar Water Heating Systems".  It requires no pump to move the hot water to the tank.
