  1. OK.  Solemn Judgment can be used to negate any and all cards.  If it is used on a monster, it must be used upon the summoning of the monster.  If the monster has an effect upon summoning, you cannot use Solemn on the effect of the monster.  Once the monster is summoned, then Solemn can't be used on that monster.  Solemn even works when you summon Jinzo.  When it comes to Special Summoning, there are rules.  If your opponent Special Summons a monster due to its own effect, like Dark Nephthys or Vampire Lord, then you can activate Solemn when it is summoned.  However, if your opponent plays Monster Reborn or the soon-to-be-banned Premature Burial, you MUST activate Solemn to the Spell or Trap.  If you allow your opponent to use the Spell or Trap and the monster gets Special Summoned, then you cannot activate Solemn.  You must activate Solemn to the effect that is doing the Special Summon.  I hope this cleared up any questions you had.

  2. Actually, the person above me is slightly wrong. Solemn Judgment does not activate after the monster is summoned, negate and destroy means that it will obliterate the opponent's monster before it OFFICIALLY hits the field, which means it can even be used on Jinzo. It can actually be used on any monster because even Elemental Hero Wildheart's effect doesnt mean diddly until he is OFFICIALLY summoned. What is worth noting is that Solemn Judgment is so highly sought after because it can be used to negate ANYTHING but an attack, even during the Damage Step. Which means it can even be used to negate the Spec. Summon during the Damage Step that all searcher monsters like Giant Rat provide. Solemn Judgments are extremely powerful, but just be sure that the card you are negating is worth half of your life points.
