how much will it cost to get that done and where would u take ur video i m talkin about video about 3minutes long?

If it does not need to look too realistic, with a video editor, just make the video darker... and add in a snow "special effect". Actors will need to wear heavy clothing.

Then, someone can be standing outside the camera frame throwing some sort of bio-degradable fake snow so stuff lands in hair and shoulders and looks more realistic. A light fan will be helpful, too.

switch the camera to black and white? and or  use the cameras exposure mode to darken the video?  most sony cameras can do that.
