Some lady told me I looked beautiful in my wedding dress and touched my head?

Giving you the eye is an offshoot of the 'evil eye', which in common terms (not evil ones) would be showing envy.

Touching you on the head was her way of bestowing a bit of a blessing. Lovely, really!

Before our wedding ceremony, our close family members and the wedding party gathered at my mom's house for family blessings. We knelt, and each couple/family came up to us, put a hand on our heads and wished us well. My husband's dad who had come from Eastern Europe, went a bit further and held a hand on either side of our heads and pretty much bonked our heads together!

It is a little strange.  It is nice that she complimented you.  She didn't want to give you the eye? That is weird.  I guess by patting you on the head that was her way of wishing you well.
