Some "right of way" rules when driving on the freeway or highway?

If 2 lanes are becoming one, and you are on the left, and someone is directly next to you. Say the road is becoming one lane starting from the middle, no merge to left or rights here. Who has the "right of way" It doesn't feel like the guy on the "right" does, because the left is a passing lane. Also what if this is becoming 1 lane starting on the left side, and you are next to someone (on the left) what is the law. It seems like I still shouldn't have to slam, or floor it when i'm on the left, because the guy on the right is not doing it either...

  1. There are no right-of-way rules.   Just play it by sight.  Whoever is going faster or is already ahead will usually go first.  If it is jammed, then one car from each lane takes turns.

  2. Depends on the sign before the merge. Watch your roadsigns and you'll know the answer.

  3. Law has it where the lane change be posted. Could have merge either way.
