Yeah, it is Tra Telligman.  He is currently a coach for one of the teams in the WCL, Chuck Norris' kickboxing league.  He never got to more than gatekeeper status in the UFC, and was brutally KO'd by Tim Sylvia back in the day.

He goes by Tra (pronounced Tray).

He lost his pectoral muscle in a car accident as a child.
