I've never heard of MIP; the only lable I can think associated with IDEA would be mental impairment.  Mental ImPairment.  Since your citing ADHD and Anxiety I'm just taking a shot in the dark. Don't make yourself crazy, ask someone at the school or local special education agency.  Good luck
