The phone book listing is a must so people can find your number once your name gets out there.

News paper ads - in the handy man section - a few lines should not be too expensive - especially useful if you are willing to fill the 24 hour emergency service niche.  You could hand out fliers offering a 10% discount or have them mass mailed - check with a local company that does this or the newspaper may have a service to include the flier with the paper.
