so ive noticed while driving at night that most luxurious cars like bmws range rovers and mercedes have like a diff kinda color lights .its more like crystal while than yellow like most cars. i was just wondering what kinda color lights the 08 vw jetta se has not that its a luxurious car. also, around how much does it cost to get those bluish crystal kinda color lights?

True Xenon headlights should be ordered with the car as a system.  The "blue bulbs" that mimic Xenon lights really don't.  I've tried them and there's hardly a difference.  Only the GLI trim package has Xenon standard.

your car does not have them but your can get xenon headlight kits for like $300-$500 bucks.
