Something I don't understand about the ban on HIV infected people from entering the US...?

How does the US government find out if someone is infected? Would that mean that other countries document who tests positive, and then turn that info over to the US? Because that is confedential info in the US, as far as I have ever heard.

Basically I'm confused about how they enforced the ban.

  1. I know of no ban of the US government refusing HIV infected people from entering the country.  Where did you get your information?
